Guidance for Operating Measurement & Reporting of Greenhouse Gas Pilot Projects in ASEAN Member States
The guidance for the pilot project provides step for operating a pilot GHG reporting system as a demonstration. It is expected that those in charge of GHG M&R will be able to use the Guideline in order to establish a facility level M&R system for GHG emissions, and finally be able to implement such a system.
ASEAN Guidelines on Facility-level GHG Measurement and Reporting, 2023
The guidelines summarize the preparation steps and expertise for government officials in each country for reference when developing a facility-level measurement and reporting system.
As the ASEAN Guidelines are relevant not only to government officials, but also to the private sector, the Guidelines have been differentiated by chapter - for government and for the private sector - for ease of reading.
Roadmap for Designing Facility Level GHG M&R Guideline for ASEAN Region, 2021
This Road Map for Designing Facility Level GHG M&R Guideline for ASEAN Region was developed. It describes a step by step method on how to create a facility level M&R guideline.
Mission Report, 2019
Under PaSTI-JAIF phase 1 project on development of facility/company level measurement, reporting and verification (MRV) to support carbon pricing in ASEAN member states (AMS), the first phase of “Development and implementation of facility/company level Monitoring, Reporting and Verification (MRV) systems for Greenhouse Gas (GHG) emissions in ASEAN Member States (AMS)” was conducted, of which objectives were:
- To collect and validate the information on facility level GHG measurement and reporting (M&R), and
- To identify the priority sector to develop regional facility level M&R guideline for ASEAN.
Singapore
Discussion was held with National Environmental Agency (NEA) on October 15-16, 2019.
Objectives of the missions, legal status for facility level M&R, existing and proposed facility level M&R system, and preferred sectors for developing regional facility level M&R guideline were some of the matters discussed.
In Singapore, the carbon tax has been implemented through the Carbon Pricing Act (CPA) which came into force in January 2019. The facility level M&R guideline has also been introduced along with the carbon tax. The M&R guideline requires facilities with GHG emissions of between 2,000 – 25,000 tCO2e (reportable facilities) to report its emissions to NEA, and facilities with GHG emissions over 25,000 tCO2e (taxable facilities) to report to NEA about their emissions and have it verified by the NEA accredited third party.
The priority sector indicated by Singapore was the power sector.
Viet Nam
Discussion was held with Ministry of Industry and Trade of Vietnam (MOIT) & Ministry of Natural Resourced and Environment (MONRE) on October 17-18, 2019.
Objectives of the missions, legal status for facility level M&R, existing and proposed facility level M&R system, and preferred sectors for developing regional facility level M&R guideline were some of the matters discussed.
Both ministries confirmed that there were no existing facility level M&R systems in Vietnam. However, M&R systems for steel and energy sectors are upon development with the support from the World Bank. MONRE also indicated that draft Decree on the regulation of GHG emission reduction is going to be approved near future. Regarding provincial level MRV, a GHG inventory Manual and a MRV manual have been developed in Ho Chi Minh City, making the GHG M&R mandatory for facilities within the city. The priority sectors indicate by MOIT and MONRE both included textile sector.
Philippines
Discussion was held with National Environment Agency on November 08, 2019. Objectives of the missions, legal status for facility level M&R, existing and proposed facility level M&R system, and preferred sectors for developing regional facility level M&R guideline were some of the matters discussed.
Although there is Executive Order 174, the Philippine Greenhouse Gas Inventory Management and Reporting System established for national level M&R, there are no legislations mandating the M&R at facility level in the Philippines. However, there are some examples of actions related to GHG emissions data reporting, such as Cement Manufacturers Association collecting GHG emissions data from their members, Santa Rosa City’s development of system to calculate the facility level GHG emissions, etc.
The priority sector indicated by National Environment Agency was cement sub sector, but the Philippines also highlighted that they could align with other ASEAN countries.
Thailand
Discussions were held with UNFCCC Regional Collaboration Centre (RCC), Thailand, and Office of Natural resources and Environmental Policy and Planning (ONEP) on November 21-22, 2019. Objectives of the PaSTI phase II Project and its progress, basic information about the CIACA phase II, and selection of one specific sector to develop the M&R guideline were some of the matters discussed with RCC. Matters discussed with ONEP were objectives of the missions, reasons for developing the common M&R guideline for all countries, and incentives of the private sector for implementing the M&R system.
ONEP team indicated that they already have sector level and facility level M&R guidelines under V-ETS and they are confused what guideline should be used. Further, they said that there are difficulties to fill the gap between government and private sector.
ONEP requested more time to decide the prioritized sector and further they indicated that they need to discuss whether this guideline is necessary for Thailand.
Brunei Darussalam
Discussions were held with Hengyi Industries at Ministry of Development, Department of Electrical Services (DES), Ministry of Energy and Manpower (BCCS), Brunei Shell Petroleum, Brunei LNG SENDIRIAN BERHAD, and Brunei Petroleum Authority on February 05-06, 2020. Objectives of the missions, key benefits for private sectors for implementing facility level M&R, collection of data from industries, and environmental activities of each organization were some of the matters discussed. There have been remarks from several organizations that there is no legal mandate for industries to report GHG emissions in Brunei Darussalam.
Cambodia
Discussions were held with Ministry of Environment, Electricity Authority of Cambodia (EAC) and Electricity Du Cambodia (EDC) on January 28-29, 2020.
Objectives of the missions, legal status for facility level M&R, existing and proposed facility level M&R system, and preferred sectors for developing regional facility level M&R guideline were some of the matters discussed with Ministry of Environment. Ministry of Environment stated that Cambodia currently does not have any legislation to mandate the measurement and reporting (M&R) at facility level, but NC1 and NC2 have been developed and submitted, and BUR1 and NC3 are also being developed to comply with UNFCCC requirements. Preferred sectors for developing regional facility level M&R guideline were energy, cement, and garment industries. With EAC and EDC, objectives of the missions and mandate of each authority were some of the matters discussed.
Indonesia
Discussion was held with National Environment Agency on March 19, 2020. Objectives of the missions, legal status for facility level M&R, existing and proposed facility level M&R system, and preferred sectors for developing regional facility level M&R guideline were some of the matters discussed. There is no legal status for facility level M&R in Indonesia, but there are going to be legal basis for MRVs in power sector and industry sector in the future. There are M&R in power generation sector and industry sector, but both are voluntary. Preferred sectors for developing regional facility level M&R guideline were cement production, paper & pulp industry, and fertilizer industry.
Lao-PDR
Discussions were held with Ministry of Natural Resources & Environment, Ministry of Industry and Commerce, Matters Discussed with Vientiane Local Authority, and Ministry of Energy & Mines on January 30-31, 2020. Objectives of the missions, legal status for facility level M&R, existing M&R system, and preferred sectors for developing regional facility level M&R guideline were some of the matters discussed.
Laos did not have any legislations to mandate the measurement and reporting at facility level. However, there were some M&R system under development or mandate reports, such as MRV for energy sector, an online system to monitor the air pollution from factories burning fossil fuel, and environmental standard which the companies of energy and mines sector should report on. Cement, brewery, and thermal power generation were some of the preferred sectors for developing regional facility level M&R guideline that were pointed out.
Myanmar
Discussions were held with Environment Conservation Department, Industrial Corporation, and Naypyidaw committee on January 16-17, 2020.
Objectives of the missions, legal status for facility level M&R, existing M&R system, and preferred sectors for developing regional facility level M&R guideline were some of the matters discussed. Naypyidaw committee stated that Myanmar did not have any legislations to mandate the measurement and reporting (M&R) at facility level. However, Industrial Corporation stated that drafting of policy and legislation to streamline the measuring and reporting of energy efficiency was in progress.
